Kathi Mowers-Moore, Deputy Director of Vocational Rehabilitation Policy & Resource Development (VRPRD), has served the public vocational rehabilitation program for more than thirty years throughout the state and in positions of increased leadership.
Kathi holds a Bachelor of Arts Degree in Developmental Psychology (UC Riverside) and a Master of Science Degree in Rehabilitation Counseling (CSU Los Angeles). Prior to employment with the California Department of Rehabilitation, Kathi served individuals with disabilities through work within not for profit organizations and the Department of Veterans Affairs.

Within the Department of Rehabilitation, Kathi served the vocational rehabilitation program throughout California as a vocational rehabilitation counselor, rehabilitation supervisor and district administrator. She also provided leadership as the Chief of Assistive Technology and Staff Development Sections and was appointed by the Governor as the Department’s Operation and Accountability Officer. Currently, Kathi’s VRPRD team is responsible for all policy development and for collaborative services with community rehabilitation programs as well as state and local partners. VRPRD additionally supports the department’s collaborations with the Social Security Administration and the State Rehabilitation Council.
